Participated in the University's Clean Water Initiative proposal to the State Water Resources Control Board for federal economic stimulus funding under the Clean Water State Revolving Fund. Wrote project descriptions and 
prepared schedules for 36 projects on the main campus, two medical campuses, and the Scripps Institution of 
Oceanography. The projects comprised water conservation, seawater system infrastructure upgrades, storm water 
pollution prevention, and sewer rehabilitation totaling $35,720,000 of combined estimated project costs.

AWWA standards, buried yard piping, and site improvements. Designed a flow-control valve vault including
access and piping. Designed associated access structures, appurtenances, and security elements. A key feature of this project included rehabilitating 570 feet of 18-inch cast-iron pipe with a new liner. The 75-year-old pipe was
relined with an HDPE tight-fit liner specifying a diameter-reducing roll-down insertion into the host pipe located
24 feet beneath an historic filtration building. An associated project consisted of managing and designing two
1.5-million-gallon AWWA bolt-up steel tanks for temporary storage adjacent the existing reservoir including
piping and site improvements. A key challenge of this project was designing a new valve vault and piping without impacting in-service reservoir piping. Provided construction administration services for both projects.

Sample Project: International Boundary & Water Commission - South Bay International Wastewater Treatment 
Plant (San Diego): Responsible for civil designs for three separate contract design/bid/construction phases of a 
new 25-mgd advanced primary treatment plant on a 49-acre site. Designed site improvements, grading and drainage, and a riprap levee in the Tijauna River. Located all facilities and structures on the plant site, and laid out all plant yard piping and utilities. Designed a 5,300-ft extension of a 20-inch City water main to supply the new treatment plant for a fourth contract phase. The pipeline included designing a 1,400-ft crossing underneath the Tijuana River specifying horizontal directional drilling technology as a trenchless method of installation. 
Sample Project: City of New York Department of Environmental Protection - Hill View Reservoir Temporary 
Chlorination Facility: Responsible for civil design of a new temporary chlorination facility for treating 1.5 
billion gpd for the existing 25-ft dia. City Water Tunnel No. 3 as part of the main water supply system for the 
City of New York. Managed all design disciplines of a new chlorination building for chemical storage tanks and pump station. Responsible for designing a retrofit of a new water pump station and piping in an existing 
downtake chamber. A key feature of this project was coordinating the architectural design of the new building to match existing vintage buildings at the reservoir obtain approval from the City of New York Arts Commission.
